Global horizontal irradiance (the total of both direct and diffuse radiation shining on a horizontal surface). Theoretical maximum represents the theoretical amount of solar radiation given a clear sky, based on location and time of day. Values significantly above this are common and primarily the result of additional reflection from clouds.
An estimate of sunshine hours calculated when solar radiation is >70% of the theoretical maximum, which appears to give decent accuracy in capturing sunshine and excluding bright, cloudy conditions early and late in the day.
